The committee oversees the activity of the National Bank of Moldova, National Commission for Financial Markets, Competition Council, Energy Regulator (ANRE) and Public Procurement Dispute Resolution Agency.

Chair of the Estonia-Moldova friendship group.

Member of three special parliamentary investigation committees:

- investigation of the banking fraud („theft of the billion”)

- investigation of the Russian Laundromat

-investigation of the hostile takeovers in the financial sector and elsewhere (raider attacks).

Description

Together with a few leading experts in different fields, founded a new organisation.

CPR Moldova is an independent platform whose mission is to fight corruption, promote good governance, improve public policies and promote structural reforms in Moldova, in line with European principles, and for the benefit of the entire society.

Main fields of involvement – economy, business climate, financial sector, justice reform. In our advocacy work, we used investigation, research, and storytelling techniques. My focus in CPR was monitoring, research and advocacy on financial crimes and grand corruption, asset recovery. Produced research papers, fact-checking articles, implemented advocacy campaigns and awareness raising.

Soros Foundation Moldova. Wrote a policy brief: “What can Europe do to restore the Moldovan Banking sector?” on the implementation of the Association Agreement in the field of financial market.

Oxford Policy Management. Drafted a Regional sector programme in economic development in Moldova for the South Region. Wrote a Regional Sector Development Programme on business support infrastructure (business incubators, industrial parks, free economic zones).

 

Co-authored the UN Human Development Report, released in 2017.

Permanent contributor to online platform www.sic.md (funded by Soros Foundation, Black Sea Trust for Regional Cooperation, and US Embassy). Authoring fact-checking and investigation material. Main topics covered – economy, banking crimes and energy market.

Co-drafted a technical proposal on Intellectual Property in Moldova.

Description

Reforms undertaken by my team and me saved the Moldovan businesses 87 million lei and 64 thousand working days annually by cutting procedures, reducing bureaucracy and increasing transparency. Publicly advocated for resolution when government institutions would oppose reform.

Managed a team of five people, responsible for promoting key business climate reforms aimed at cutting red tape, eliminating bureaucracy, promoting transparency, clear rules and procedures, thus preventing corruption, with special focus on Small and Medium Enterprises and attracting Foreign Direct Investment. Daily communication with senior public officials as well as business associations and entrepreneurs.

Description

Supported the works of the National Committee for Financial Stability, chaired by the Prime Minister. Contributed to elaborating legislation in the sector (drafted the NCFS law, input in legislation aimed at raising transparency in the banking sector, active member in several technical working groups). Served as focal point for the World Bank DPO instrument (budget support), and maintained communication with partners on EU Budget support. Coordinating with the institutions and policies relevant to financial stability – securities markets, banks and non-banking financial markets supervision.

Advising Prime minister on economic policies, reforms aimed at improving the investment climate and business environment, proposing concrete initiatives. Reviewed draft legislation and offered an independent opinion. Liaison with heads of relevant state institutions. Actively took part in the elaboration of two Government Programmes – in 2011 and in 2013 (input on financial and economic issues, review of other inputs). Contributed to the elaboration of the Moldova 2020 National Development Strategy. Input in the Competition protection legal harmonisation process – conducted a working group composed of State Chancellery, National Agency for Competition Protection, Ministry of Economy and business representatives in reviewing the State Aid Law and Competition Law.   Communication on a working basis with International Financing Institutions, including World Bank, IFC, EIB and EBRD, on promoting projects in infrastructure and private sector development.

National evaluator for an EU funded cross-border programme Ukraine-Moldova - Romania, evaluated two technical assistance offers.

Member of the EU- Moldova Agreement on Common Aviation Area (CAA) group of negotiators, from the Moldovan side, assigned by Prime Minister decision. Mainly dealt with provisions on State Aid and competition.

Drafted, co-authored, coordination of inputs for several documents, elaborated with the support of the United Nations and other donors: Post-disaster needs assessment (2010), Millennium Development Goals (2010), ECOSOC National Voluntary Presentation (2010).
