IT industry has the potential to become one of the most dynamic and productive economic sectors in Moldova. Moreover, IT industry can become a catalyst for growth, efficiency and innovation for the traditional economic sectors of Moldova and for the whole society.

In the next few years, Moldova has the ability to accelerate the growth of IT industry and exploit the untapped potential. In this regard, we aim to promote our country as a competitive destination for IT services at regional level, to increase the share of IT services with high added value and to increase the productivity per employee in industry. 

The Ministry of Economy and Infrastructure initiated the update process of policy support of the growth and diversification of the information technology (IT) industry. In this regard, was attracted the external expertise for the evaluation of the digital innovation ecosystem in the consulting projects and the support of the IT startups.

As a result of the analyzes carried out by the foreign experts delegated by the International Telecommunication Union and the “Avasant” Consulting Company, have been identified several constraints of the digital innovation ecosystem and support for IT startups.

At the same time, it was found that the main policy interventions (IT curricula, IT park, centers of excellence, IT facilities) foreseen in the Strategy for Increasing the Competitiveness of the IT Industry for the years 2015-2021 were largely realized. Meanwhile, there was a lack of mechanisms for the effective implementation of the objectives of the Strategy for the promotion and diversification of IT industry exports, attraction of IT investors, creation of modern financing instruments of the IT startup.
