The basic document that provides for the creation and implementation of a cyber-security management system of the Republic of Moldova is the National Cyber Security Program of the Republic of Moldova for the years 2016-2020, approved by the Government Decision no. 811 of 29.10.2015.
The program aims at creating a cyber-security management system of the Republic of Moldova by securing information society services, thus contributing to the development of a knowledge-based economy, which in turn will stimulate the growth of economic competitiveness and social cohesion, and will ensure the creation of new jobs.
The document is based on the provisions of the National Strategy for Development of the Information Society "Digital Moldova 2020" and the National Security Strategy of the Republic of Moldova and includes 7 areas of intervention:
- secure processing, storage and access to data;
- security and integrity of electronic communications networks and services;
- Capacities of the Prevention and Emergency Response (CERT)
- preventing and countering cybercrime
- trengthening of the cyber defense capabilities;
- education and information;
- cooperation and international interaction.
The document was drafted in accordance with the provisions of the Moldova-EU Association Agreement, the Council of Europe Convention on Cybercrime, the EU Cyber Security Strategy and the Recommendations of the International Telecommunication Union concerning with cyber security for electronic communications networks.
