
The creation of the 112 Service and the implementation of the single European emergency number 112 in the Republic of Moldova is one of the priorities that aims to ensure a high level of safety and protection of the population throughout the Republic of Moldova. The key element of the implementation of 112 emergency service in the Republic of Moldova is the creation of the 112 Service, which will include Emergency Call Centers.
The activity of the 112 Service is mainly regulated by Law no. 174 on the organization and operation of the Unique National Service for Emergency Calls 112 of 25.07.2014.
In order to implement the provisions of the abovementioned law, in 2016 have been elaborated and approved a number of normative acts, as follows:
- Government Decision no.241 of March 3, 2016 on the approval of the National Program on the Implementation of the Unique National Service for Emergency Calls 112;
- Government Decision no.242 of 03.03.2016 on the approval of the Regulation on the organization and functioning of the Interdepartmental Committee to ensure the interaction between the Unique National Service for Emergency Calls 112 and the Emergency Specialized Services;
- Government Decision no. 243 of 03.03.2016 on the establishment of the Single National Service for Emergency Calls 112;
- Government Decision no. 244 of March 3, 2016 on the approval of the Technical Concept of the Automated Information System of the Unique National Service for Emergency Calls 112.
According to the requirements of the European Union, the use of the single European emergency call number 112 is a necessity and will allow an appropriate and efficient organization of emergency services throughout the country.
The creation of the 112 Service in the Republic of Moldova aims at increasing the speed of emergency response by efficiently use of capabilities of the modern electronic communications infrastructure and providing the emergency services with the necessary information for a prompt and adequate response.
The use of specialized automated information systems and the simultaneous involvement of more specialized emergency services will reduce the questioning time of the call to 15-25 seconds and will increase the promptness of the emergency response, which is an important factor in reducing of human and material damages in exceptional and emergency situations.
The unique 112 number will ensure the coordination and synchronization of the activities of several emergency services and will allow simultaneous alerting and involvement of these emergency services. Effective use of material and human resources involved in resolving emergencies will considerably reduce the intervention time and increase their effectiveness.
